What is SWARMP and Why Should I Care?
Local Law 11 requires buildings in NYC to be safe. In New York City, buildings taller than six stories must be inspected periodically. During the cyclical inspection, a buildingโs facade must be classified as one of the following options: safe, safe with repair and maintenance program (SWARMP), or unsafe.
If SWARMP status is indicated, a timeframe must be established to complete repair work and a completion date (MM/DD/YY) must be identified (NYC.gov). The timeframe for repairs cannot be less than 12 months from the date of filing of the report at DOB (NYC.gov).

Local Law 11 Process Explained
Requirements: owners of buildings more than six stories high must have exterior walls (including any appurtenances, such as any fixtures, copings, signs, etc.) inspected every five years (NYC.gov). A report must then be filed with the NYC DOB.
“Property owners must repair unsafe conditions within 90 days of filing a technical report. Once all unsafe conditions have been corrected, owners must file an amended report within two weeks” (NYC.GOV).
